Introduction:

The Ministry of Education has received a grant from the World Bank, International Development Association (IDA) towards the cost of the Improving Early Childhood Development in the West Bank and Gaza - ECD. The project aims at improving the coverage and quality of targeted early childhood development services for children from gestation until age 5 in the West Bank and Gaza.

The Ministry of Education (MOE) intends to apply part of the project proceeds for the following individual consultant service:

Position: Environmental and Social Officer-ESO

Main Tasks, Responsibilities and Scope of Work:

The environmental and Social Officer (ESO) is expected to monitor and follow up all the environmental and social aspects of the ECD project, within all components of the project and in coordination with the three related ministries (Ministry of Education-MOE, Ministry of Health-MOH and Ministry of Social Development-MOSD)  as follows:

1.       Supervise the implementation of the Environmental and Social Framework- ESMF

2.       Prepare and develop site-specific Environmental and Social Management Plans (site-specific ESMPs) in accordance with the terms of the ESMF for listed schools, to monitor the implementation of each mitigating measure corresponding to a negative impact of the project during rehabilitation/ construction as well as operation.

3.       Monitor the compliance of contractors to the provisions of the ESMPs.

4.       Supervise the implementation of the Labor Management Procedures (LMP).

5.       Monitor the implementation of the Environmental and Social Commitments Plan (ESCP).

6.       Ensure the inclusion of specific environmental and social instruments in the pertinent bidding documents.

7.       Prepare and submit periodic environment and social monitoring reports to the PCU Director

8.       Prepare and submit regular environmental and social progress reports to the World Bank, quarterly or when required.

9.       Participate in relevant meetings especially during the donors’ missions and prepare all reports for the mission on environment and social safeguards.

10.   Prepare, based on the Stakeholders Engagement Framework (SEF), a Stakeholders Engagement Plan (SEP) for specific sites within the project (listed schools or clinics).

11.   Carry out consultations with different stakeholders, and maintain a record of the consultations indicating means of other than consultations; e.g. surveys used to seek the views of affected stakeholders, date and location of the consultation meetings, a list of the attendees and their affiliation and contact address; and summary minutes.

12.   Ensure effective engagement with the project’s stakeholders and people living/working close to or within the project area and timely disclose the project Environmental and Social information during stakeholder’s meetings and the related documentation on predesignated communication channels.

13.   Maintain good community relations and address community concerns as they arise and develop measures to respond to grievances in liaison with the wider project team, and develop measures to promote community and workers safety and awareness.

14.   Conduct capacity assessment and identify what capacity building needed for different stakeholders in terms of environmental and social aspects.

15.   Provide support in conducting environmental and social training to the stakeholders and public awareness campaigns, including website inputs, pamphlets, newsletter, public meetings, workshops, local TV and radio programs.

16.   Monitor the implementation of the GRM, update the complaints procedures manual, follow up, document and report all complaints received from affected parties within different components of the project.

17.   Undertake other duties as per the requirements of the project or as directed by the PCU Director.

Minimum Required Qualifications:

1.       At least a bachelor degree in environmental studies, or any other related field.

2.       Minimum 5 years work experience in the field of environment.

3.       Relevant experience in preparing environmental and social reports.

4.       Has self-initiative, is dynamic in establishing relationships and constant site visits to project locations.

5.       Hardworking, and capable of working well in teams, and with different levels.

6.       Have very good management skills, particularly workshop organizing and moderation, communication skills as well as having the ability to work in a team.

7.       Track record of working in line with the requirements of international institutions.

8.       Proven ability to communicate effectively, understand community and stakeholder perspectives and vulnerabilities and to engage with project affected people and project management teams positively and constructively

Time Frame:

The contract will be for 1 year (renewable up to 5 years), five days per week, and seven hours per day.
